(KKK 1196) Liturgia Godzin powinna stać się modlitwą całego Ludu Bożego. W niej sam Chrystus "urząd kapłański wykonuje nadal przez swój Kościół" - każdy uczestniczy w niej według miejsca w Kościele i okoliczności życia: prezbiterzy jako pełniący posługę duszpasterską, ponieważ są powołani do wiernego trwania na modlitwie i służenia Słowu; zakonnicy i zakonnice przez charyzmat swego życia konsekrowanego; wszyscy wierni według swoich możliwości. "Duszpasterze niech się starają w niedziele i uroczyste święta odprawiać w kościołach z udziałem wiernych główne Godziny, zwłaszcza Nieszpory. Zaleca się, aby i świeccy odmawiali brewiarz czy to z prezbiterami, czy na swoich zebraniach, czy nawet indywidualnie". (KKK 1175)
